Missions

Technical :

  •  Ensure technical specifications are followed by conducting a daily field supervision of tanks & water network constructions.
  •  Control the quality of supplies and materials received, as per technical specifications given or any other guidelines provided by the officer or suggested by you and approved.
  •  In coordination with the officer develop all required tools for quality controls to certify a good process.
  •  Supervise and verify with contractor all measurements and the conformity of the works and plans against the technical specifications and the execution plans.
  •  In coordination with the WaSH officer review and modify as required any technical documents and drawings as per final construction as well as BoQ.

Data collection and reporting :

  •  Support in developing any required documents and guidelines for data collection, supervision and reporting
  •  Collect daily registration on the implementation progress following the technical documents and BoQ.
  •  Support WaSH officer developing an evaluation of the activities (register challenges, changes, mistakes, and errors on the field) with contractor representative signature and inform immediately to the officer for decision on actions to be taken.
  •  Summarize and give a weekly basic report on the progress.
  •  Ensure the good filling of the site books.
  •  Participate and report the provisional and final receptions.
  •  Monitoring and ensuring the maintenance of WaSH equipments, premises and other means made available to it.
  •  Work closely with MEAL Officer to ensure all data is properly archive, understood and practical for further consultation and analysis

Coordination :

  •  Hold periodic meetings with the contractor(s) and subcontractor(s).
  •  Establish Verbal Trial (PV) of the meetings.
  •  Establish the weekly and monthly activity report.
  •  Participate in periodic coordination meetings with the contractor (s) , the subcontractors and WASH team to ensure the support of the decisions taken.
  •  Intervene with appropriate measures to solve the problems in the field and keeping the WASH team informed.
  •  Participate in the collection of invoices.

Others :

  •  Work flexibility, organization & communication.
  •  Take on additional tasks as may be delegated to meet programmatic objectives.

Profile

Education and experience :

  •  University degree in civil engineering or hydraulics specializing in civil works and construction.
  •  A minimum of 3 years of practical experience in works monitoring.
  •  Understanding of development and humanitarian work.
  •  Experience and ability to work in remote and isolated environments.
  •  Excellent written and spoken French and Arabic are essential.
  •  English and/or Spanish would be an asset.
  •  Good computer skills and command of Microsoft Office software (Excel and Word)
  •  Good skills in reading the plans, profiles and technical drawings.
  •  Previous working experience, particularly at field implementation level, with Oxfam, other INGO or relevant agency is a plus.
