Oxfam in Algeria Sahrawi Refugee Camps

Oxfam has operated in the Sahrawi refugee camps since 1975 and has established itself as a key humanitarian actor in the area. Oxfam has developed a multi-sectoral approach spanning WaSH, Food Security and Youth, with a cross-cutting commitment to advocacy and to the humanitarian, development and peace nexus.

To reduce widespread dependence on humanitarian aid, especially food distributions, as well as to encourage more sustainable and efficient access to nutrition, Oxfam is working with over 500 Sahrawi refugee families to improve small-scale, agro-ecological farming. Oxfam seeks to establish self-sustaining associations of farmers to collectively sell their produce on the local market. Through its support to families, Oxfam is piloting several water-efficient, innovative irrigation techniques to optimize agricultural production in the harsh desert environment.

The majority of Sahrawi refugees remain dependent on humanitarian aid while the nutrition status worsens across the camps. Oxfam’s food security programme promotes access of vulnerable refugees to fresh produce, in complementary to the WFP dry food basket. In conjunction with broad distributions, Oxfam will pilot targeted distributions to 8,000 refugees with particular health and nutritional vulnerabilities. Oxfam maintains its distribution of gluten-free flour to the celiac population in the camps.

There are a number of causes to malnutrition in the Sahrawi refugee camps, including widespread food insecurity and other structural issues (e.g. poverty, limited livelihood opportunities, limited diversity in the dry food bag distribution). Alongside structural issues, social behaviors and attitudes also have a negative impact on nutritional outcomes. The root causes to such behaviors and attitudes include lack of information, social norms and mental models in addition to the structural issues mentioned above. By showing that malnutrition can be manifested in behaviors and attitudes, it is essential to bring about a social and behavior change communication approach to activities which promote positive nutritional knowledge and practices. Therefore, Oxfam in Algeria is seeking to employ an experienced Social & Behavior Communication (SBCC) Officer for its Food Security Program in the Sahrawi refugees camps in Tindouf, Algeria.


Missions

Technical :

  •  Ensure the planning, implementation and overall monitoring of the project in order to achieve the set objectives.
  •  Participate in program design and development of implementation activities (strategic planning, program presentation, advocacy and policy meetings), as appropriate.
  •  Use of the studies already undertaken to gain a deeper understanding of the SBCC challenges to be addressed and of the social and behavioral drivers that facilitate or act as barriers to uptake of desired behavior(s).
  •  Provide vision and direction for the implementation of the Care Group Model to Oxfam team, local authorities and external stakeholders.
  •  Liaise with relevant technical personnel to coordinate the development and diffusion of communication tools, including media products which promote key behaviour change messaging.
  •  Coordinate monthly monitoring of SBCC outputs, endline and baseline assessments.
  •  Develop and implement the project communication strategy.
  •  Ensure budget planning and monitoring of project expenses.
  •  Ensure compliance with Oxfam procedures and standards in project implementation as well as donor contractual obligations.

Coordination :

  •  Coordinate with various nutrition and SBCC experts, whether internal to Oxfam or external;
  •  Coordinate with partners and local authorities for the implementation of project activities;
  •  Coordinate with Oxfam departments (Administration, HR, logistics, MEAL ...) to ensure compliance with Oxfam procedures and standards;

Management :

  •  Manage 4 Project Assistants (Care Group Supervisors) who will in turn manage 12 Promoters, who will in turn manage 72 Care Group Volunteers. Ensure a strong project management structure, providing support and guidance at various levels;
  •  Conduct all project reporting;
  •  Keep a log of all lessons learnt during the project.
  •  Frequent visits to the field, taking time to visit Care Groups, staff, volunteers, as well as local health authorities and stakeholders;
  •  Promote Oxfam’s safeguarding commitments and standards in the context of the SBCC project.

Other : 

  •  Work flexibly and take on additional tasks as may be delegated to meet programmatic objectives.
  •  Participate in team and internal coordination meetings and in workshops organized at country level.

Profil

Education & Experience :

  • Master’s degree in public health; social studies, social anthropology, communications and media, development studies, or a related topic will also be considered.
  • Minimum 5 years of relevant experience in Project Management.
  • Relevant technical knowledge, skills and extensive work experience in: public health; nutrition; coordinating the development of communications tools and materials; M&E.
  • Experience developing training modules and capacity building.
  •  Good written and verbal communication skills in French, English and Arabic.
  •  Experience in undertaking similar work at the community-level.
  •  Excellent understanding of gender and development issues.
  •  In depth understanding of project cycle management, Logical Framework Analysis, monitoring and evaluation, reporting and communication strategies/tools.
